Question about miniPCIe3.0 2lane interface

I know PCIe3.0 2lane interface is used for WiFi7 NIC.
Can I use these two PCIe3.0 2lane interfaces as normal miniPCIe?
For example, connect two 2.5Gb network cards? Or connect total of three Nvme SSDs with the M.2 KeyM interface?
If the PCIe3.0 2lane interface can be used to connect to Nvme, then the BPI-R4 connected to three Nvme SSDs can be used as an Nvme NAS.
For broadband routers, Internet bandwidth is currently usually below 2Gb.
Although BPI-R4 has two 10Gb SFP+ ports, I can use it as a 10Gb switch and only need to use one 2.5Gb NIC on the broadband WAN side.

It can be used to connect to a 1lane network card. But most NVME SSDs are M.2 M-KEY, so an adapter board is needed.
