BPI-R4 - OpenWRT Reboot

We are having some problems with a soft reboot with OpenWRT, specifically with the PCIe 5G slot.

It seems that on a soft reboot the PCIe slot is not being power cycled like on a hard reboot.

Does anyone know how to make sure this gets power cycled on a soft reboot?

Looking in the schematics, power cycling does not seem possible. It is fed directly from 3.3VD.
