Which kernel/image do you use? Afair this was an issue in early network support based on 4gb ram which was fixed by 36bit adressing in ethernet and switch driver
I am using debian11 5.4
Not sure how current bpi images can be configured,but you can try passing mem=3G to linux via uboot (bootargs) to linux. In older images there was an uEnv.txt like in my images and a bootopts variable to set there
