In terms of form-factor and electronically it is certainly not compatible with the CM4. It looks a bit like the CM3, but I doubt the pinout will be compatible.
In terms of software there is some compatibility as both are Aarch64 CPUs.
However, one of the main issues with the RasbPi community is that lots of software is hard-tailored for that specific hardware. Ie. use of /dev/mem to directly access BCM27xx-specific SoC features, similar mess in drivers…
