UART config for BPi Zero M2

Hello, I’m trying to learn how configure a BPi Zero M2 to use 2 x UART on header and also use I2C via device tree.

We would like to access from Java so I assumed using Pi4J and WiringPi. Is this possible and can anyone point to info that can assist with this ?
