Change keyboard layout

hello… I have downloaded the ubuntu 16.04 mate image. The most recent one… And I am trying to change the keyboard layout… With

dpkg-reconfigure keyboard-configuration

these tools change the /etc/default/keyboard file. But later when I reboot, my old keyboard settings are applied even if the /etc/default/keyboard config file contains my new settings…

So what the hell is going on? I looked in the /lib/systemd/system/keyboard-setup.service file and found this…

[Service] Type=oneshot ExecStart=/usr/bin/loadkeys /etc/console-setup/cached.kmap.gz

So he loads my cached.kmap.gz file. And how do I change the file? Bingo-> dpkg-reconfigure keyboard-configuration…

WHAT THE FUCK???
